The first Bulgarian festival was initially held under the name of “People’s Summer Musical Celebrations” after the initiative of the Cultural and Educational Community-Center Partnership – Varna. Its program acquainted the local public and the guests to the city with the high examples of the symphonic, chamber and chorus music, the opera. More rarely though there were theatrical productions. Here, there were presented new works by composers Dobri Hristov, Pancho Vladigerov, Emanuil Manolov, Angel Bukoreshliev, Andrey Stoyanov, Lenedikt Bobchevski, Aleksandar Krastev.

The Festival was cancelled twice in the periods 1932 – 1935 and 1940 – 1956. In 1957 it was resumed in the form of a cultural season “Varna Summer” and embraced the largest spectrum of the arts. It assumed its current name by a special resolution of the Secretariat of the Central Committee of the Bulgarian Communist Party in 1966. The genre range was limited within the framework of the symphonic, chamber and chorus music, opera and ballet. Since 1967 it has been held most frequently in the period 15 June – 15 July.

Initially, the basic organizer was the Cultural and Educational Community-Center Partnership – Varna. In 1930 - 1931 it was accomplished with the active participation of the Varna Municipality as well, and in 1935 – by the Varna City Philharmonic Orchestra. In the period 1957 – 1966, the Chief Directorate “Music”, and after 1967 the Varna Municipality – the City Council for the Arts and Culture were engaged with the program.

Over the years, beside the established musical forms, the Festival has included diverse thematic events such as “Early Music” and “Young Talents”, a summer music academy, opera and ballet in the Summer Theater, a music laboratory, on the border with the classical art, the art of the Baroque, conferences and symposiums. Since 1987 the Festival has been member of the European Festivals Association.

The first editions of the Festival were held in the non-existing today Summer Theater in the Seaside Garden (in the place of the present Observatory “Nicolaus Copernicus”. After its reestablishing in 1957, a large part of the program is in the newly-built Summer Theater, as well as in the halls of the Drama Theater, Cinema “Shipbuilder”, Home of the Transport Workers, Palace of Culture and Sports, Home of the Amateur Artists – Macedonian Home (till 1990), Summer Theater “Golden Sands”, Summer Theater “Saints Constantine and Helena” (till 1989), Hotel “International” – “Golden Sands” (till 1991) and the church “Saint Athanasius” (till 1990), the lobby of the Varna Municipality (1992 -1999), Festival and Congress Center (after 1986), City Art Gallery “Boris Georgiev” and the Archeological Museum (after 1989), aula of the University of Economics – Varna (after 2012).
